 SCHEDULED BUSINESS

- PROGRESS REPORT by Dave Waters (SDC).

 The discipline beginnings                       - back in 1995 thanks to Ray Halls
                                                            - ran the inagurual NSW state champs
                                                            - we are looking for results if anybody has them????

The fire really started burning for the discipline in 2000 when Noel Cross decided to run the NSW State Championships.  All Mudgee members helped out to make it a success.

What the discipline has been doing since last state championships in Sept 2002.

                                    - organising the year ahead
                                    - grand prix
                                    - overall discipline competitions structure
                                    - state teams selection criteria
                                    - shooter of the year
                                    - hall of fame
                                    - records keeping and analysis
                                    - web site creation
                                    - rule revision
                                    - promotion – need more ranges.  Anybody help?
   
                                 - preparation for the 2003 state champs which will be huge.

 QLD and VIC are looking at us with interest.  Want to know what is going on and may perhaps copy it.  This fact excites us.

 Thanks to range discipline captains and their members  (Wayne Cole, Dennis Lavelle, Darren Pearce, Peter Szacsvay, Peter Barnier, Daryl Riley and the Sydney guys).

 Future holds more emphasis on Pistol and Modified Rifle – perhaps a Grand Prix.

 COMPETITION STRUCTURE  - report by SDC

 - All these competitions gel together under what we are referring to as the “competition structure”.  A flow chart of the structure is on the web site and has been printed in the recent Journal.  It visually helps to explain its concepts.

 -  GRAND PRIX  - report by SDC

 -         This was a concept put forth by most of the active range discipline captains.

 -  It most suits the ranges far from the central region such as Armidale and Casino as it allows their members to travel locally and shoot with a chance of being competitive without being pushed to “have to” shoot at every event.  This is aimed at keeping costs low.

 -  It was talked about and decided after correspondence via email and phone between the range discipline captains.  All agreed.

 - 2003 is best 3 results of 6 rounds PLUS NSW state postal shoot (check with your captain to see if a postal is being run) but the format may change from year to year.

 - Disputes committee for all GP events is to be made up, where ever possible, of all the participating discipline captains who attend the event.  Or, others as specified during the briefing if approved with those captains.

 - The State DC, if available, is the chair of the disputes committee but should refrain from voting where possible.  It is important for the DC to steer the discipline, but for all of you to drive it.

 - Results go on shield and trophies available for outright and grade winners and runners up.  Presented at the 2003 state championships.

 -  Plan next years GP.  Hill End are interested.  Any others.  Perhaps go far south or far west like a traveling circus?

 - Ranges wishing to run rounds for the 2004 will have to apply on a nomination form and present it before the 2003 state championships.  This allows a year to start directly after the state champs.

 - Consider the 2004 GP to start in October (if David Waters is re-elected at the state AGM).

 - David expressed his appreciation of the effort put in by various members throughout the state. Specifically mentioned were W Cole, P Szascvay and Jamie Harris. Also thanked the various members who have made the Grand Prix a success so far.

 - STATE POSTAL for CLASS A,B,C RIFLE  - report by SDC

 - This is your BEST 3P AND Rapid Fire B score shot between Feb and May inclusive EXCLUDING your best 3 results used from GP rounds.  So organise to attend other events or matches to get a score in for your postal.  Also, be sure your captain is aware of it and it is shot under the 1999 rule book

- if your range does not run the 3P of our discipline, then please see David or Peter to suggest a solution.

- Also the Martini Cadet postal.  This is a simple event and the details will be in the journal next issue.

- Trophies or medals my not be affordable with so many other activities happening at once.  Shooters were asked to support the cause non the less.

-  SOTY  - report by SDC

-  Based on the agregate score of the Grand Prix results (best 3 round results and state postal).  This keeps it fair for those who may shoot very well but bomb out on one event blowing their chances….we are looking for the best and dedicated shooters….not the luckyest,

           - At this stage it is for rifle only as pistol is still to get off the ground like rifle has,

 -  SOTY will be back dated to the year 2000 so we don’t lose out on our discipline history that really kicked off state wide with a big thanks to the late Noel Cross.  Hopefully, this will not let his efforts to obtain state based results go to waste – a worthy sign of respect for such a great person and a NSW pioneer,

 -  There are no rewards as such, other than the honour and having your name will go on the honour board,

 - It is understood that this may not be for everybody, but at least we have it.  We hope that although some may not be interested in perusing it at this stage, you may become interested later on.  If so, this will make our sport even healthier.

 -  TEAM SELECTION  - report by SDC

 -  This is just a carry on from SOTY, but based on the place getters.  State teams are made up usually of 4 plus a reserve, and this will be run the same.

 - We want official teams selection criteria if we are ever asked for an official team to represent the state.

 - Patches will be handed out to those who qualified at total cost to the shooter if they so request them.  Better if all purchase to save expensive setup costs.

  -  HALL OF FAME  - report by SDC

            -  Based on a points system, members inducted when reach 10 points

 -  Accumulate points at all state based shoots, such as GP rounds, postal and state champs

 -  Will be back dated to 2000 to include all previous state champs and CvC results as they were state based shoots run in accordance with rule book and for the sake of Noel Cross

             -  Based on rifle classes A,B,C and H – not just limited to “As Issued”,

 -         We have around 15 shooters who have already opened up their account accumulating points based on results from past shoots. The list of 15 people who have already opened up their account are available

 -  Those inducted have the option to receive an official HoF patch that may personally carrying their name at 100% expense to the shooter.

             -  The design of the patch was presented and voted on to be accepted.

 -         David suggested Noel Cross be inducted as an honorary member?  He fell approx 1 point short and we believe he would have had the ability to go that 1 point further.

  - NSW WEBSITE         - report by SDC

 - Peter Szascvay has done a brilliant job maintaining this and has been appreciated by all.

 - will be the home of all info, dates, results, history and rules etc etc directly relating to the discipline in NSW.  Also, sub laws and changes to the rule book will be listed on the web site for shooters to reference.  This gives us the ability to change immediately and keep up to date without the expensive costs of publishing

  - NSW State Discipline Logo and Patches  - report by SDC

             - Thanks to Ian Crabbe for organizing the previous patches

             - we don’t officially have a logo but should have one.

 - The current patch logo makes reference to “Parrabellum” which is a VIC based club thing.  To be removed and not reference “RIFLE” as the discipline also includes pistol.

 -         One logo to cover both pistol and rifle.

            -  all new state patches should be based on the new agreed state logo

  - NSW State Champs  - report by SDC

             - format and agenda for the 2003 state champs is released.

             - Note Inaugural Pistol Champs and Modified Rifle Top Gun

             - inclusion of black powder and lever actions plus return of carbine and cadet

 Motion this be accepted.  Proposed by Ian Bertenshaw , seconded by Ian Brown. Carried

  - RULE BOOKS AND NSW RULES  - report by SDC

 -         the 1999 rifle rule book is what is current and is being used

 - the new rule book that was proposed for this year may be out in beginning of, OR some time during, 2004.  Consideration must be given to the GP if the rule book comes out halfway through the year.  To be discussed in more detail at the AGM in September

 - QLD, VIC and ACT are using the NEW rule book already without it being printed and available.  Also will be running this years (2003) Nationals under it.

 -  New Rule book due, David warned members re power factor (explained to meeting by David).

 - NSW amendments made to the current rule book at last years State Champs AGM will be practiced at this years state champs.

 Motion put forth that we continue with the 1999 rule book for the 2003 State Championships  but make exception for Tactical Class as this is a healthy category.  Proposed by Peter Richards , seconded by Wayne Cole. Carried

  GRADE CARD MAINTENANCE  - report by SDC

 - Current cards are those that have 3 current grade scores recorded within 12 months of the competition being contested

 - New grades are based on the average of the first 3 shoots UNTIL 3 grades are shot.  Captains and DC has authority to promote or demote grades on appeal.

 -  “Junior” grade is not the only grade shooters under 18 shoot in.  Junior shooters follow the same grade structure as ALL adults.  The “Junior” grade is an “additional” grade for shooters under 18 – similar to “Seniors” or “Veterans”.

 - All shooters are graded M, A, B or C and those under 18 shoot in one of those grades but also shoot in J (Junior) grade.  In short, it is possible for a shooter under 18 to shoot in “A” grade AND “J” grade.

Motion this be accepted.  Proposed by Ian Bertenshaw , seconded by Peter Richards. Carried

 Motion raised by multiple shooters at the meeting with much discussion:

 - Out of date grade cards put the shooter as UN GRADED….NOT Master.  Example was 2002 Nationals where a first timer left with 3rd place in “Grand Master” due to lack of competitors.

 - New shooters shoot ungraded.  BOTH ungraded new shooters and shooters with out of date grade cards ARE eligible for top gun and all ungraded “Open” trophies only.

 - reason is motivation for shooters to participate and get graded.

 -         At the discretion of the host branch/club and competition disputes committee, IF each grade is represented by more than 3 shooters in each grade, a new shooter may shoot in the highest grade.

 - At the discretion of the host branch/club and competition disputes committee, IF each grade is represented by more 3 shooters, a shooter may be graded on the day if participation of that event becomes their 3rd grade score.  Then, that shooter may be put into that calculated grade to claim a trophy.

 GENERAL BUSINESS

 - Discussed was the preference to have the state chairmans position be fixed for 2 years due to the amount of work required for the following year prior to the elections and a new DC may want different things.  To be discussed further at the AGM in September.

 - Fix the month of September for state championships (discipline year is Oct – Sept).  To be discussed further at the AGM in September.

 - David mentioned a few competitors have complained about the Rapid Fire B match being 2 lots of 10.  This makes it effectively 2 matches.  Concerns that if bomb out in first 10 shots, second lot of 10 shots is a waste.  David asked who would be interested in making this match a 10 shot match.  5 were for and the rest against.  No further action taken.

David and a few others discussed the ACT Championships (Easter weekend).

 David asked for a show of interest in Military/Service Pistol to get some idea of interest.  A strong reply was apparent and most are looking forward to the pistol matches at this years State Shoot.

 David spoke about how all members need to remember who we are and what our government thinks of us.  Must continue to work and build together.  If we don’t do the job, nobody will do it for us.  Put our sport and the spirit of our discipline before all else.

 Members thanked David for the work he has put in since being elected, getting all of the events now available up and running.

 Reminder from David that we need to start planning the 2004 GP now.  Perhaps new ranges like Batemans Bay, Snowy River and perhaps somewhere out west of NSW.
